Bill forces citizens to submit DNA: "Citizens who have been arrested may be required to submit DNA samples to authorities before being convicted of any crime – and those records would be kept in state and federal databases.

The Washington state Legislature has introduced a measure that would require police to obtain the samples from even suspects accused of minor crimes such as shoplifting, according to the Seattle Times."
