I don't think President Obama gets to decide when something has been debated enough. Remember, Obama never wanted this debate. He intended to ram Health Care through in less than two weeks' time prior to the end of July. But the outcry - including from "Blue Dog" Democrats - kept him from doing so. Obama's speech today makes it clear he is wounded and angry, and he is going to try and ram something through Congress. His combative tone appears to signal how the Democrats will return from their month of listening to Americans. I don't think the Democrats and the President intend to heed what they have heard.

New Fee on Health Insurance Companies Is Proposed to Help Expand Coverage - NYTimes.com: "WASHINGTON — In a last effort to give the Senate a bipartisan health care bill, the chairman of the Senate Finance Committee circulated a comprehensive proposal on Sunday to overhaul the health care system and proposed a new fee on insurance companies to help pay for coverage of the uninsured."
The proposal is the culmination of more than a year of work by the chairman, Senator Max Baucus, Democrat of Montana. A similar fee was proposed by several liberal Democrats in July. In making it part of his proposal, Mr. Baucus may help cover the costs of the bill but also risks alienating Republicans whom he is trying to win over. Mr. Baucus is struggling to forge a bipartisan consensus among 6 of the 23 senators on his committee before President Obama puts new pressure on lawmakers in an address to a joint session of Congress on Wednesday evening.
THIS is why medical insurance is so high. Liberals tax everything which gets passed onto the consumer. Don't complain that insurance is so expensive and then tax it more. naturally the taxes have to be paid by the consumer (US) one way or another.
The first question we should be asking in the healthcare debate is: Why should anyone think that politicians would do a better job redesigning our healthcare than the free market?
After all, politicians have helped create the problems (healthcare costs increasing at an unsustainable rate and a growing number of uninsured) that politicians now are in a hurry to try to fix. For example:
Tax subsidies for employer-purchased insurance have encouraged the overconsumption of healthcare (because many employers have purchased insurance tantamount to prepaid healthcare), limited employees' choice of insurance plans to whatever the employer offers, and required employees to switch plans (and sometimes lose coverage) when changing jobs.
The medical liability system has encouraged healthcare providers to practice defensive medicine (i.e., order procedures and make referrals primarily to avoid liability for malpractice rather than to benefit patients) amounting to an estimated 8-15% of total healthcare expenditures (an estimated $201-$376 billion in 2009).
The government has been mismanaging the trillions of dollars held in trust for current and future Medicare beneficiaries. The trust funds will be exhausted in 2017. Medicare fraud costs up to $80 billion a year (15-20% of Medicare spending).
Because Medicare and Medicaid don't fully reimburse the costs of physicians and hospitals to provide services, purchasers of private insurance pay a hidden tax of almost $90 billion each year to make up the difference.
Benefits that the government mandates insurers cover increase the cost of basic health insurance by 20-50%.
Now that politicians are putting their minds to "comprehensive" reform, it's fair to ask whether proposed reforms will improve healthcare. For example:
Unions across the country are campaigning hard for Obamacare over Labor Day weekend. The AFL-CIO has made creating a government run “public plan” their top priority. Yet polls show that most Americans strongly oppose this. So why have the self-proclaimed advocates for America’s workers made government-run health care their top priority?
Union leaders say they are fighting to win “win secure, high-quality health care for all” against greedy and self-interested corporate defenders of the status quo. Many union activists sincerely believe this. But altruism does not explain why the labor movement is spending tens of millions of dollars on this campaign.
Organized labor is campaigning for government-run health care for the same reason that the private insurance industry is campaigning against it -- it is very much in their self interest. The union movement will gain billions of dollars if Obamacare passes.
The most obvious payout is the taxpayer bailout for union health plans. Many union-negotiated retiree health plans cannot pay their scheduled benefits. Rather than reducing benefits, the bill passes those costs onto taxpayers to the tune of $10 billion. But that is small potatoes compared to what the bill will do for union membership.

From what I understand, the old guy asked if the people in front of him were even from NH- he implied the congresswoman packed the small venue with supporters/friends. While the number of jobs lost in August was down – a sign pointed to as evidence the recession is turning around – there was an increase in the number of people claiming unemployment. That figure jumped to 9.7 percent for all workers, up .3 percent from July and the highest level recorded in more than two decades.
The August bump was driven by increases in the jobless rates for adult men, Whites and Hispanics, but unemployment rates for African-Americans grew faster than those for the subgroups of adult men and Whites. The increase for Hispanics, seasonally adjusted, climbed 0.7 percent, to 13 percent for August.
The overall unemployment rate for African-Americans increased 0.6 percent from July to 15.1 percent. The rate for adult Black males increased 1.2 percent to 17 percent and the rate for adult Black females increased only 0.2 percent to 11.9 percent.
More than 2.3 million Americans have lost their jobs since the stimulus went into effect, and that’s a big chunk of the 6.9 million jobs that have been lost since the recession started last year.
Many economists believe unemployment is a lagging indicator during a recession and is often the last part of the economy to recover.
Vice President Joe Biden said last week the stimulus is working better than the administration had hoped, and federal money is being filtered down to states for construction and other projects and while things haven’t improved fully, the economy is improving.

As President Barack Obama prepares for a Wednesday night speech to Congress in a risky bid to salvage his top domestic priority, no other issue is so highly charged. Obama's liberal supporters consider the proposal for a public plan to compete with private insurers do-or-die. Republicans say it's unacceptable. It's doubtful the public plan can pass the Senate.
White House political adviser David Axelrod said Obama is 'not walking away' from a public plan. But asked if the president would veto a bill that came to him without the option, Axelrod declined to answer.
The president 'believes it should be in the plan, and he expects to be in the plan, and that's our position,' Axelrod told The Associated Press.
Asked if that means a public plan has to be in the bill for Obama to sign it, Axelrod responded: 'I'm not going to deal in hypotheticals. ... He believes it's important.'"

During the summer recess, members of Congress faced persistent questions from constituents worried that health care changes could leave taxpayers footing medical bills for illegal immigrants. President Obama has not been able to extinguish the doubts despite giving repeated assurances that illegal immigrants would be excluded from any subsidized benefits under proposals before Congress.
The so-called 'trigger' has been floated by Sen. Olympia Snowe, R-Maine, a member of the 'gang of six' Senate negotiators who are trying to broker a bipartisan compromise. Under such an option, if agreed-upon goals are not met by the insurance industry, then that would pull the trigger on government-run insurance.
It's unclear whether President Obama will address the idea when he delivers a high-stakes health care address to Congress Wednesday night. But even as the White House signals it's open to considering alternatives to a hard-and-fast 'public option,' administration officials and congressional negotiators are hard-pressed to find an alternative that could win more votes than it loses."
Sections 123 and 2251 of H.R. 3200, the version of Obamacare being pushed by House Democratic leaders, are of particular concern, according to NRTWC, because they could put union-backed appointees on new government committees that recommend mandatory health insurance benefits provided by private insurers, and personnel policies the bill describes as necessary 'to ensure quality and adequacy' of the nation's health care workers.

ABC and NBC in particular seem afraid of a simple 30-second advertisement. Both networks have refused to run an ad proposed for national telecast by the League of American Voters, a nonprofit group with 15,000 members. The supposedly offensive ad makes the simple claim that the proposed government-run health care program would ration medical care.
ABC won't run the ad because it says it is 'partisan.' NBC won't run it because that network says it questions the ad's facts. So what does the script of this horribly troublesome ad say? Here it is:"
In announcing the resignation of Obama Adviser Van Jones, CNN relays Jones' contention that he is a "victim of health-care reform opponents." They center the controversy on the 9/11 petition he signed, rather than his whole life of radical statements and actions.
MSNBC, after not running a single print or video report regarding the entire Jones controversy, simply ran an AP report announcing the resignation. Here is part of the CNN report:
The White House issued a statement late Saturday saying that Jones was giving up his post at the Council on Environmental Quality, where he helped coordinate government agencies focused on delivering millions of green jobs to the ailing U.S. economy.
Jones, who denied agreeing with the petition and issued an apology last week, said he was a victim of health-care reform opponents.
"On the eve of historic fights for health care and clean energy, opponents of reform have mounted a vicious smear campaign against me," Jones said in the statement. "They are using lies and distortions to distract and divide."
"But I came here to fight for others, not for myself. I cannot in good conscience ask my colleagues to expend precious time and energy defending or explaining my past. We need all hands on deck, fighting for the future," Jones said.
The Jones controversy centers on a 2004 petition he signed on a Web site that said: "A call for immediate inquiry into evidence that suggests high-level government officials may have deliberately allowed the September 11 attacks to occur."

Australia has a health care system which is similar in some aspects to what the Democrats are proposing. There is a public plan which covers about 70% of the country and private insurance which covers the rest. In a short time (the system was set up in 1983) the country became divided into one group that gets good medical care (private insurance) and the group whose insurance is not as good.For example those in the public system have to wait longer for surgery.
There are also extensive waiting times for non emergency surgeries at public hospitals. Although waiting lists for the most urgent elective surgery for heart disease and cancer are almost nonexistent, there are long waiting lists for orthopedic surgery (median wait for total hip replacement is 88 days; 10% of patients waited over 345 days in 1999 to 2000), and cataract surgery (median is 73 days; 10% waited more than 316 days). One of the attractions of private health insurance is the ability to bypass public hospital waiting lists.
One of the reason for the long waits is a shortage of Doctors. In fact Doctors in one Australian State are worried that they are working so hard, their exhaustion is causing them to make errors and lose patients:

I am certainly not against anyone being treated for an illness. In fact in the United States No one can be refused emergency service for inability to pay. That includes millions of illegal aliens who seek medical attention every year. The cost of this is one of the many factors that are driving the cost of insurance through the roof. The system is broken indeed. But the major cause of the broken system is our representatives creating the problem by allowing litigation that is frivolous. Actually encouraging it. Also the state and federal government take a large percentage of tax on every piece of medical work done and then pass that cost onto the insurance company. They in turn must pass that cost onto the policy holders.
Government care is NOT the answer. It is part of the problem. Attached are many links that prove that government care does not work. The solution is simple.
Tort reform- cut back on frivolous lawsuits. This enables insurance companies to insure doctors for less money since they pay less in law suits that really should not be there to begin with.
Allow Insurance companies to compete across the United States. By having open competition the United States residents can select a very wide variety of plans at different costs and different options. Naturally companies will continue to offer better and more services at less cost to attract policy holders.
Sounds simple enough doesn’t it? It is, but our representatives don’t want to be part of that because there is nothing in it for them.

In 2006, the Bay State enacted a slate of reforms that almost perfectly mirror the plan of Obama and congressional Democrats.
Those reforms reveal that the Obama plan would mean higher health insurance premiums for millions, would reduce choice by eliminating both low-cost and comprehensive health plans, would encourage insurers to avoid the sick and would reduce the quality of care.
NHS blunders allowed cannibal Peter Bryan to kill two A catalogue of systemic failings and blunders allowed a schizophrenic killer, Peter Bryan, to murder two more people, including eating parts of the brain of one, two inquiries have found.
Bryan, 39, killed Brian Cherry in 2004 after being allowed out of a psychiatric ward before cooking and eating part of his flesh and brain.
Following that killing he was sent to Broadmoor secure hospital but within 10 days of his arrival there he attacked fellow patient Richard Loudwell, who later died from his injuries. Two separate inquiries in to the killings both found failings in his care and supervision.
First there were angry senior citizens at town hall meetings, literally fearing for their lives. They're worried that under the President's proposed health care plan they'll be denied critical life-saving services because of their age. There's good reason for their concern. And what's come to light since then won't make them sleep any easier.

Earlier this month, we used DirigoChoice in Maine as an example of the disaster a public-plan health-care reform can generate. Cato Institute looks a little farther down the coast to Massachusetts, where the state began its own health-care reform complete with individual mandates and a government plan. Cato calls it an “almost perfect” mirror of ObamaCare, complete with promises of reducing cost and extending care — that failed in both respects:
Massachusetts reduced its uninsured population by two-thirds — yet the cost would be considered staggering, had state officials not done such a good job of hiding it. Patients with terminal illnesses are being made to die prematurely under an NHS scheme to help end their lives, leading doctors have warned.
Under the guidelines the decision to diagnose that a patient is close to death is made by the entire medical team treating them, including a senior doctor
In a letter to The Daily Telegraph, a group of experts who care for the terminally ill claim that some patients are being wrongly judged as close to death.
Under NHS guidance introduced across England to help doctors and medical staff deal with dying patients, they can then have fluid and drugs withdrawn and many are put on continuous sedation until they pass away.
PORTLAND, Ore. — Some terminally ill patients in Oregon who turned to their state for health care were denied treatment and offered doctor-assisted suicide instead, a proposal some experts have called a "chilling" corruption of medical ethics.
Since the spread of his prostate cancer, 53-year-old Randy Stroup of Dexter, Ore., has been in a fight for his life. Uninsured and unable to pay for expensive chemotherapy, he applied to Oregon's state-run health plan for help.
Lane Individual Practice Association (LIPA), which administers the Oregon Health Plan in Lane County, responded to Stroup's request with a letter saying the state would not cover Stroup's pricey treatment, but would pay for the cost of physician-assisted suicide.
"It dropped my chin to the floor," Stroup told FOX News. "[How could they] not pay for medication that would help my life, and yet offer to pay to end my life?"
Thousands of women are having to give birth outside maternity wards because of a lack of midwives and hospital beds.
The lives of mothers and babies are being put at risk as births in locations ranging from lifts to toilets - even a caravan - went up 15 per cent last year to almost 4,000.
Health chiefs admit a lack of maternity beds is partly to blame for the crisis, with hundreds of women in labour being turned away from hospitals because they are full.
Latest figures show that over the past two years there were at least:
63 births in ambulances and 608 in transit to hospitals;
117 births in A&E departments, four in minor injury units and two in medical assessment areas;
115 births on other hospital wards and 36 in other unspecified areas including corridors;
399 in parts of maternity units other than labour beds, including postnatal and antenatal wards and reception areas.
For folks increasingly leery of President Obama’s plan to radically overhaul America’s health-care system, or 17 percent of the nation’s economy, all this could hardly have come at a better time — that is, fiscal troubles aplenty within Repubican Mitt Romney’s brainchild, Massachusetts’ “grand experiment” in “universal” health care.
Initiated on Mr. Romney’s gubernatorial watch in 2006, this “experiment” has fallen on hard times, and predictably so. Even though the Bay State commenced its program with a far smaller percentage of uninsured residents than exists nationwide, “RomneyCare” is threatening to bankrupt the state. Budgeted for Fiscal Year 2010 at $880 million, or 7.3 percent more than a year ago, this plan, aimed at providing low- or no-cost health coverage to roughly 165,000 residents, has caused Massachusetts’ overall expenditures on all health-related programs to jump an astounding 42 percent since 2006.
Patients were allegedly left screaming in pain and drinking from flower vases on a nightmare hospital ward. Between 400 and 1,200 more people died than would have been expected at Mid Staffordshire NHS Foundation Trust over three years, a damning Healthcare Commission report said. The watchdog's investigation found inadequately trained staff who were too few in number, junior doctors left alone in charge at night and patients left without food, drink or medication as their operations were repeatedly cancelled. Patients were left in pain or forced to sit in soiled bedding for hours at a time and were not given their regular medication, the Commission heard. Receptionists with no medical training were expected to assess patients coming in to A&E, some of whom needed urgent care. Sir Bruce Keogh, medical director of the NHS, said there had been a "gross and terrible breach" of patients' trust and a "complete failure of leadership".
Health Service paramedics have been told not to resuscitate terminally-ill patients who register on a controversial new database to say they want to die.
It has been set up by the ambulance service in London for hundreds of people who have only a few months to live so that they may register their 'death wishes' in advance.
It is believed to be the first in the country, but other trusts around the country are expected to follow suit to comply with Government guidelines which state that patients' wishes should be taken into account, even at the point of death.
When Governor Mitt Romney instituted a universal healthcare plan for Massachusetts in 2006 he proclaimed it a conservative idea. “It’s a conservative idea insisting that individuals have responsibility for their own health care,” he said. “I think it appeals to people on both sides of the aisle: insurance for everyone without a tax increase.” The plan passed and was put into practice. But has it worked? Has it been successful?
For a time, many thought it might but cracks in the system are already being seen. These cracks are instructive as a lesson on how Obamacare will crash and burn just like Romneycare is now in the process of doing.
One of the early claims that helped push Romneycare through to law was the insistence by its supporters that Emergency Room visits would fall as more and more citizens became covered under healthcare insurance. Since ER care is far more expensive than a doctor’s care, it was thought that more people with insurance would ease the overcrowding of ERs as well as lower the overall costs of healthcare.

Ella Cotterell was due to have aorta-widening surgery on Monday at the Children’s Hospital, Bristol. But 48 hours beforehand, the operation was cancelled for the third time as all 15 beds in the intensive care unit were occupied, her parents said.
A hospital spokesman said that procedures would be reviewed, but the case highlights a growing problem of cancelled operations in the NHS.

Bay State health insurance premiums highest in country - The Boston Globe: "Massachusetts has the most expensive family health insurance premiums in the country, according to a new analysis that highlights the state’s challenge in trying to rein in medical costs after passage of a landmark 2006 law that mandated coverage for nearly everyone."
The report by the Commonwealth Fund, a nonprofit health care foundation, showed that the average family premium for plans offered by employers in Massachusetts was $13,788 in 2008, 40 percent higher than in 2003. Over the same period, premiums nationwide rose an average of 33 percent.
