Police find body in Brooklyn bay with feet submerged in concrete | CBS 4 - Indianapolis News, Weather, Traffic and Sports | WTTV: The body washed ashore on Monday.
Police say his arms were tied behind his back, his feet were in cement, and he was wrapped in plastic.
Authorities are unsure how long the body was in the water.
Police help the man’s Virgin Mary tattoo will help with identifying him.
