You Paid For It: Funds from the Environmental Protection Fund, used to balance budget | WRGB: From the Albany County five cent fee on paper bags, two cents of every fee would stay in the county, to get reusable bags in the hands of people who may not be able to afford them.

The other three cents goes to the NYS Environmental Protection Fund, the EPF. The EPF pays for projects through agencies like the Department of Environmental Conservation and Agriculture and Markets.
