'And I do not believe there has been an instance of my predecessors, where they could say somebody that possessed a pistol license out of Oneida County killed anyone with it. And I do not know of one instance in the state of New York where it happened until this person in Binghamton.'
Sullivan says one of the things that he questions about the Binghamton incident, is if Wong could not speak, read, or write English well, how he passed an extensive pistol permit application process to begin with."
