He can thank Republicans for stopping Health Care Reform in 1994 and when they came to power in January 1995, they took control of the purse strings, letting him claim all the credit for the improving economy which got him re-elected...(he was also able to blame the government shut-down on the extra chromosome right wing in 1995 which helped him too)
