ITAR-TASS: "MOSCOW, April 14 (Itar-Tass) -- Russians must be entitled to the entire range of crucial medical services free of charge, Prime Minister Vladimir Putin told a conference devoted to the modernization of the health service on Wednesday.

“It is necessary to determine a range of services the people are to get free of charge. Let me say this again. It must include all the necessary procedures – from diagnostics to treatment and post-treatment rehabilitation,” he said.

Putin said that “the standards by which hospitals and outpatient clinics operate must be based on the most advanced technologies.”

“The health service system is expected to ensure the most effective pre-emptive treatment of diseases and to help citizens retain their health as long as possible, and not just wait until a person is taken ill and begin treatment only after that,” Putin said. “All of the planned changes to this sensitive sphere must be gradual, smooth, balanced and delicate.” He asked for taking into account the interests of all parties concerned and to be guided by the fundamental medical commandment – thou shall not cause harm."
