WH Asserts Executive Privilege Day After Demanding Rove PAC's Private Donor List: Barack Obama entered the presidency promising an unprecedented level of transparency in government--at least, one greater than his predecessor George W. Bush's.

A White House memorandum published in the federal register states this goal explicitly and proudly:

My Administration is committed to creating an unprecedented level of openness in Government. We will work together to ensure the public trust and establish a system of transparency, public participation, and collaboration. Openness will strengthen our democracy and promote efficiency and effectiveness in Government.

Under a subheading in that memo, "Government should be transparent," the President explained further:
