“Circuit Judge Johnny Morrison sentenced Stephen Rankin to the maximum recommendation from the jury that convicted him of voluntary manslaughter in the April 2015 death of 18-year-old William Chapman II,” reports The Daily Mail. “Morrison could not increase the recommended sentence, but could have reduced it.”
